<br />3"02- <br /> <br />Staff has applied the direction from the City Council and Tree Policy Task Force in the <br />approach to this program. Tree work for the project will be coordinated and performed by <br />the City's tree maintenance staff or annual tree maintenance contractor as resources are <br />needed. Root pruning or tree removal decisions will be determined on a case by case <br />basis, with the first priority being to preserve trees. When possible, the City will encourage <br />property owners to preserve the tree by allowing the City to establish a sidewalk <br />maintenance easement on their property for the relocation of the sidewalk. This creates <br />adequate space between the tree and new sidewalk to perform root pruning. In some <br />instances, staff may eliminate curb parking in front of a property by relocating the curb and <br />gutter around the tree into the parking lane. <br /> <br />The project will proceed with staff surveying an entire block and determining the number <br />of trees that would have to be removed to safely perform the sidewalk repair work. Once <br />this estimate is prepared, staff will notify the residents showing the locations of the tree <br />removals on the entire block. This is intended to provide information for residents to <br />understand the tree removal impacts on their block within the established performance <br />measures (attached). In some instances, staff will have to skip permanent repairs and <br />complete temporary asphalt sidewalks to preserve trees and not exceed the tree removal <br />guidelines set forth in the performance measures. <br /> <br />The decisions over tree removal, tree preservation, and skipping sites for return in five <br />years, will be based on the tree conditions present and safe resolution to the existing <br />sidewalk situation. The property owners will have an opportunity for input and be allowed <br />to make as many choices as possible. However, in order to meet tree preservation targets, <br />staff will determine which trees will be root-pruned, which trees will be removed, and which <br />sites will receive temporary sidewalk repairs that will last for the next five years. After five <br />years, staff will come back to the block and implement the same process for reviewing the <br />remaining tree removals and replacing the asphalt sidewalks with concrete. <br /> <br />Following the completion of the sidewalk repair project, staff will perform the tree planting <br />in the entire reporting area. <br /> <br />Fiscal Impact <br />Funds have been approved and appropriated in the FY 1999-2000 Capital Improvement <br />Program, Tree Preservation and Sidewalk Repair funding in the amount of $450,000. The <br />additional communication and inspection work necessary to meet the tree preservation <br />targets will require the assistance of a casual inspector position. Funding for the casual <br />position will come out of the $450,000 and slightly reduce the amount of future sidewalks <br />that wi': b~ repaired.
