3 O-t

METHODOLOGY: Evaluating "appropriate number' of trees has been defined by staff as
consisting of three factors. The first factor separates the reason trees require removal, the
horticultural needs - dead, dying or structurally unsound, from sidewalk repair decisions. The
second is based on the original Sidewalk Repair and Tree Program design philosophy of
preserving as many trees as safely practical during the sidewalk repairs. A target goal for
preservation was retaining 80% of the trees encountered at sites where sidewalk repairs were
necessary. Staff believes the 80% target is still valid. The third guideline has been added as a
result of the recommendations of the Street Tree Policy Task Force. No more than two mature
trees in a row will be removed and no more than 30% of the mature trees on anyone side of a
street will be removed during a project year. "Mature tree" is defined by staff as a tree large
enough to cause sidewalk damage on the street being reviewed.

Staff will measure two areas:
1) the ratio of the number of trees removed in the project work area compared to the
number of trees in the project work area inventory; and
2) the ratio of the number of trees removed in the project work area compared to the
number of trees root pruned in the project.

Measure 1 will evaluate the % of trees retained within the project area to guide sustainability
replanting efforts.

Measure 2 will evaluate level of tree preservation during the project. .

Gm/wpwinlperlormance measureslsid_lk maint perf meas1

'~"-""'-"T .
