Staff has thus determined that this project is <br />exempt under Section 15304 as a minor alteration to land. <br /> <br />The City of Benicia's project consists of three elements: the <br />construction of two short all-weather trail segments and the <br />placement of a decomposed granite pad, all of which will in- <br />clude the installation of benches and signage. Like the Red- <br />wood City and Alameda projects, the Benicia project will re- <br />quire only minor clearing, grubbing, and gradi.ng, and will not <br />require the removal of healthy, mature, scenic trees. Staff has <br />thus determined that this project is exempt under Section <br />15304 as a minor alteration to land. <br /> <br />The Hunters Point project will consist of the development of an <br />interim, 1.25-mile pedestrian and bicycle route, which will <br />primarily utilize existing paved streets. Short stretches of new <br />trail construction are proposed near a wetland development site <br />on the north side of the project area and up a hill to a lookout <br />point. Both of these areas will require only minor clearing, <br />grubbing, and grading, and will not require the removal of <br />healthy, mature, scenic trees. Staff has thus determined that this <br />project is exempt from CEQA review under Section 15304 as a <br />minor alteration to land. <br /> <br />Palo Alto Project: No Significant Impacts. The City of Palo <br />Alto's Baylands Master Plan and Environmental Impact Report <br />("EIR") includes a trail connection between the "pastoral" area <br />of Byxbee Park and the Nature Interpretive Center, and the <br />project proposed herein would effectively implement that con- <br />nection. Staff has independently reviewed the EIR for the <br />Master Plan (see Exhibit 6) and recommends that the Conser- <br />vancy find there is no evidence that the Bay Trail component <br />will have any significant effect on the environment. <br /> <br />ID-13 <br /> <br />EXHIBIT B <br /> <br />'~..._.
