Report Council Representatives. Ad Hoc Edgewood Park Traffic Committee

Exec Summary
This is a report frirthe Council representatives of the Ad Hoc Edgewood Park
Traffic Committee (Claire, Ira, Pierce.) The committee is charged with evaluating the
speed humps in the Edgewood park area and will also give feedback to the Council
regarding specific speed humps in the Redwood Oaks and Friendly Acres
Neighborhoods. At this time the council representatives have recommendations to
improve and broaden the existing Redwood City Traffic Guidelines to include additional
neighborhood concerns when traffic modifications are considered.

Background
It is the Council's desire is to work with the neighborhoods to create appropriate
solutions to local traffic problems. Both the staff and Council use the "Traffic
Guidelines" which were developed to respond to traffic needs. These guidelines detail
engineering issues such as the speed, number of cars, and the percentage of neighborhood
members needed to request specific mitigation efforts.
Through the increasing use of "speed humps" in Redwood City, we are becoming
aware of additional "human" details that need to be considered to ensure that traffic
solutions do not cause other problems within the neighborhoods. Examples of such
"human" details include, but are not limited to: the closeness of bedrooms to the street
and providing information that includes the positive and negative impacts of proposed
traffic flow modifications. It is with this perspective, that we have some immediate
recommendations.

Immediate Actions Recommended
The traffic engineers have worked with the neighborhoods to address community
safety concerns. Extensive meetings, gathering of traffic data, and Council approval
created the measures currently in place. Even with these extensive efforts, some isolated
difficulties have occurred, causing problems for some individuals and dissension within
some neighborhoods.
The following immediate recommendations aim to correct situations that have had
unintended negative effects. In the future, this type of information will be taken into
consideration prior to mitigation in other areas.
1. Remove. the hump on the 3400 block of Hoover. Committee will discuss with staff to
determine the need to place a hump in a different location. Consideration will be
given to "temporary humps". Ask that this be placed on the next council agenda for
discussion.

. .~....- -.'.1Jr-..'

t-~~\

1
