<br /> <br />'3 K-l <br /> <br />March 27, 2000 <br /> <br />Subject <br />Remediation Work at the Rolison Road Housing Site <br /> <br />Recommendation <br />Award bid for Rolison Road remediation <br /> <br />Background <br />The City and Redevelopment Agency collectively own seven parcels of land in the 3400 <br />Block of Rolison Road. Thirty-six units of housing must be replaced on the site pursuant to <br />state and federal law. Council approved a recommendation from the Rolison Road Citizens <br />Advisory Committee to allow 36 ownership units to be built on the site by Peninsula Habitat <br />for Humanity. <br /> <br />As part of the process of preparing the land for transfer to Peninsula Habitat, environmental <br />characterizations were completed to determine the environmental condition of the soil. The <br />environmental studies found that pesticides exist in the landscape strip, that hydrocarbons <br />and low concentrations of lead exist on other areas of the site. Council approved a contract <br />with Subsurface Consultants to prepare a Work fllan for remediating the Site. The County <br />Environmental Health Division has approved the Plan and specifications for the work were <br />made available for contractors to bid the subject work. Copies of the remediation <br />specifications and the work plan are available for review in the Planning and <br />Redevelopment Division. <br /> <br />Two bids for the work were received at the bid opening on March 22, 2000, and are <br />summarized below: <br /> <br />No. Bidder Bid Amount <br /> <br />1. Enaineerina Remediation Resources Group, Inc $30,573.38 <br /> Averaae $28,205.29 <br /> <br />The åverage bid of $ was .08% higher than the Environmental Consultant's estimate of <br />$26,000, and the bid of $25,837.20 is considered a good and responsive bid. <br /> <br />A complete copy of the Agreement is available for review in the City Clerk's Office. <br /> <br />Alternative <br />If the remediation work is not completed, Peninsula Habitat for Humanity will be unable to <br />develop housing on the site. The County's approval of the Remediation Work Plan requires <br /> <br />"T" -" <br />
