<br />5(1., <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 27,2000 <br /> <br />Subject <br />Status of Levee Closure <br /> <br />Recommendation <br />Levee Subcommittee action (see below). <br /> <br />Background <br />The City made a good faith proposal to the U. S. Fish and Wildlife Services (U.S.F.W.) <br />to close the levees at night and keep them open during the day. As of the permit <br />deadline, February 28th the City had not received the response from U.S.F.W. On <br />Thursday, March 2, the City began implementing its proposal and has been operating <br />under that proposal up to the present. <br /> <br />On March 15, the City received a formal copy of a letter (see attached) from U.S.F.W. to <br />the Corps of Engineers, rejecting the City's proposal. <br /> <br />The Levee Subcommittee met for two hours on Thursday March 16th to discuss this latest <br />development. After considerable discussion, a majority of the Subcommittee <br />recommends the following actions: 1) the City close the gates immediately, 2) the City <br />continue to seek extension of the levee permit, 3) The City develop a revised proposal for <br />the U.S.F.W. <br /> <br />y~~ <br /> <br />Ira Ruskin <br />Chair <br /> <br />'.'T...~ <br />
