<br />~H-I <br /> <br />REP <br /> <br /> <br /> <br />r a cunei. <br />From the City Manager <br /> <br />To the <br /> <br />March 27, 2000 <br /> <br />Subject <br />Approval of Sewer Permit & Agreement, Deeds of Easement, and Deed of Right-of- <br />Way - Circle Star Theater Project - Engineering File No. 803-02 <br /> <br />Recommendation <br />1. Adopt a resolution approving and authorizing execution of Special Sanitary <br />Sewerage Permit and Agreement between the City of Redwood City and the <br />Homestead Village and Circle Star Center Associates for emergency sewer <br />overflows. <br /> <br />2. Accept deeds of easement from Homestead Village, Incorporated and Circle Star <br />Center Associates for constructing water lines and appurtenances, and direct the <br />City Clerk to accept on behalf of the City, said deed of easement pursuant to <br />Resolution No.1 0944, adopted December 5, 1988, and to record a certified copy of <br />this Resolution and Minute Order in the Office of the San Mateo County Recorder. <br /> <br />3. Accept a deed of right-of-way from Homestead Village and Circle Star Center <br />Associates for a portion of Industrial Road, and direct the City Clerk to accept on <br />behalf of the City, said deed of right-of-way pursuant to Resolution No.1 0944, <br />adopted December 5, 1988, and to record a certified copy of this Resolution and <br />Minute Order in the Office of the San Mateo County Recorder. <br /> <br />Background <br />The Circle Star Theater project began in February of 1997 with a request from the City <br />of San Carlos for an environmental clearance on a combined project for two office <br />buildings and hotel (Homestead Village) with an accompanying parking structure. The <br />site was the location of the former Circle Star theater on Industrial Road opposite "G" <br />Street. The southerly portion of the project is within the City Limit of Redwood City, <br />while the majority of the site is in San Carlos. <br /> <br />Mozart Development, the original developer of the project, entered into a three-way <br />agreement with the two Cities, whereby the City of Redwood City would be guaranteed <br />a certain portion of the tax revenue from this project and certain street improvements, in <br />return for our providing water service. In addition the developer was to pay $5,000 for <br />miscellaneous "neighborhood enhancement" fees to offset the impact from the <br />additional traffic on the neighborhood. <br /> <br />..---..
