<br />3H-) <br /> <br />REPO RcT <br /> <br />To the Honorable Mayor andCœ, Co unci <br />From the Cft9> Manage <br /> <br /> <br />April 10,2000 <br /> <br />Subject <br />Upgrading HP-Unix computer. <br /> <br />Recommendation <br />That the City Council authorize the purchase of the HP L 1000 Unix computer in the amount <br />of $ 35,852.92 (including sales tax) from the State of California Office of Procurement <br />under the California Multiple Award Schedule (CMAS) #A 1 M95. <br /> <br />Background <br />The City purchased an HP-Unix server in August 1995. In September 1999, a newer <br />release of the HP Unix operating system software and a newer release of database <br />software (Universe) were installed. This upgrade was required in order to make the system <br />Y2K compliant. However, running the newer Unix software on the older computer has <br />resulted in long delays for the users. <br /> <br />The slow response time resulting from the release upgrades was a complete surprise to <br />us. We received no warning from any vendors or parties that the upgrade would slow <br />response time as much as it did. A great deal of time was spent with vendors in order to <br />properly tune the machine to improve the response time. We discontinued running almost <br />all big jobs during the daytime in order to protect response time as much as possible. All <br />small batch jobs run during the day are now run at lower priority to protect response time. <br />In spite of these efforts, the performance of the HP computer is still very poor. We røceive <br />frequent complaints about unacceptable response time as users intermittently experience <br />30-second delays for a simple cursor prompt. <br /> <br />The above price includes the annual maintenance warranty, which is much less with the <br />newer HP computer. The price reflects a 19% discount through the CMSA program. <br /> <br />Fiscal Impact <br />Funds allocated in FY 1999-00 Capital Projects budget are available for this purchase. <br /> <br />,~W.-4 <br /> <br />George W.
