<br />~8-1 <br /> <br /> <br />To the Honorable Mayor and CIty Council <br />From the City Manager <br /> <br />April 10,2000 <br /> <br />Subject <br />C/CAG Guidelines for the Implementation of the land Use Impact Analysis Component <br />of the 1999 Congestion Management Plan . <br /> <br />Recommendation <br />That C/CAG adopt the "Guidelines for the Implementation of the land Use Impact <br />Analysis Component of the 1999 Congestion Management Plan." <br /> <br />Background <br />C/CAG has been working on various methods to provide regional improvement in traffic <br />conditions in this County. These Guidelines are applicable to projects that generate 100 <br />or more trips per peak hour. The proposal includes a wide variety of "mitigation" that a <br />property owner can incorporate into the project to minimize a project's impacts. <br /> <br />Issues <br />Through the efforts of Councilmember Jim Hartnett, the City's representative to C/CAG, <br />there have been changes to the guidelines that clarify their administration. Also, the <br />proposed $20,000 fee per peak hour trip has been removed from the Guidelines. <br /> <br />The Guidelines, as proposed, provide a County-wide method for mitigating traffic <br />impacts that can be consistently included in new development. Nearly all of the <br />mitigation measures deal with alternative forms of transportation (buses, cars, carpools, <br />bicycles, etc.) or altering work schedules. <br /> <br />Fiscal Impacts <br />If the City applies the mitìgation in accordance with the Guidelines, there is no fiscal <br />impact.
