<br />RlEP'O' <br /> <br /> <br />To the Honorable'Mq'OltandGitJ:Gounci <br />~ FrORÍ>Øi.tClttJ"anage <br /> <br />April 10,2000 <br /> <br />Subject <br />Encroachment Agreement - WIlliams Communications, Inc. <br /> <br />Recommendation <br />Adopt a resolution approving and authorizing Encroachment Agreement with WIlliams <br />Communications, Inc. to install a new fiber optic cable through Redwood City. <br /> <br />Background <br />The recent deregulation of communications systems has allowed many companies to <br />begin installation of cable systems for private use. We already have four (4) such lines <br />running through Redwood City (MFS, NEXTLlNK, RCN, & TCI). <br /> <br />Issues <br />. WIlliams Communications, Inc. is requesting the installation of a fiber optic lines <br />through Redwood City. This is not like the RCN system that will be installed <br />throughout the City. The fiber optic lines will only enter the City at one point and <br />exit at one point (see attached map) with no connections to individual users. The <br />work will not be done in residential areas, except for a portion of Second Avenue. <br /> <br />. Most of the line will be installed through "directional boring," which will eliminate <br />the excavation in our streets. This agreement includes the provision for trench <br />cut fees should they be enacted, but we expect very little trenching for this <br />project (only areas where bore and receiving pits are dug). San Mateo County <br />will be adopting a trench cut fee ordinance, which other cities on the Peninsula <br />including Redwood City, will be considerifJg. <br /> <br />. Redwood City is working with "Samcat" (a Countywide organization) to <br />coordinate the cOnstruction of new cable systems. In the future, there could be a <br />County-wide agreement to allow one relatively large construction project that <br />would allow multiple users within the same construction trench. The discussions <br />between "Samcat" and the utility companies is in the preliminary stages, and <br />there is no further information at this time. <br /> <br />Alternatives <br />Due to Federal Communications Commission and Public Utilities Commission rulings, <br />the only alternative available to the City would be to change the route through our <br />streets. The current route is about as direct as it can be, and avoids the downtown. <br />The City has allowed other competing companies to install their system through this <br />same route. <br /> <br />Fiscal Impacts <br />There are no fiscal impacts to the City.
