=:/�� _l <br /> _; <br /> REPOR T � <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 24, 2000 <br /> Subject <br /> Friendly Acres Neighborhood Plan <br /> Recommendation <br /> Receive by motion the Neighborhood Plan developed by the Rolison Road Citizens <br /> Advisory Committee (CAC) <br /> Background <br /> The Rolison Road Citizens Advisory Committee (CAC) was formed to assist the City in <br /> defining a project concept for Replacement housing to be built on City and Agency owned <br /> property at Rolison Road and Haven Avenue. The Committee also had as a mission, to <br /> recommend a broader strategy to Council about how to revitalize Rolison Road. The <br /> Committee worked with the community and a Facilitator over many months to assess the <br /> strengths and weaknesses of the neighborhood and to identify those issues that could <br /> improve the safety and standard of living for the residents of Friendly Acres. <br /> The CAC identified six different Goal areas for the Neighborhood Plan. The Goals are <br /> 1. Land use and aesthetics <br /> 2. Pedestrian/Bicycle Circulation and traffic <br /> 3. Crime, public safety, and code enforcement <br /> 4. Community relations and involvement <br /> 5. Recreation, cultural and education facilities, and <br /> 6. Economic vitality and housing. <br /> For each goal area, specific actions were recommended. The Neighborhood and school <br /> groups can implement many of the actions, and others will need the assistance of the City <br /> and other public entities. Staff will introduce the Plan and Members of the Committee, who <br /> will review the content of the Plan with the Council. <br /> Issues <br /> Many of the Goals of the plan are already scheduled for implementation through the City's <br /> Capital Improvement Program (CIP), City partnership with other agencies and through <br /> private initiatives.. <br /> • Design guidelines for future improvements in the area, identified in Chapter 5 of the <br /> � Plan, were used to guide the development of the site plan for Habitat for Humanity's <br /> � housing development on the Rolison Road site. <br /> • Park enhancements and redesign at Second Avenue will address goats relating to <br /> recreational facilities <br /> , _ ._ . . __ - - . . <br />
