5e-� <br /> �'t � � �� <br /> � , <br /> Tr� th� HonQraal� �a�c�r and ��ty ��unc�1: <br /> ' Fr�m �he C Il�ana er <br /> April 24, 2000 <br /> Subject <br /> Award of Contract - Sport Field Improvement Project at Taft Elementary School. <br /> Engineering File No. 803-02 <br /> Recomrriendat�on <br /> Adopt a resolution awarding the contract for the Sport Field Improvement Project at Taft <br /> Elementary School, to the lowest responsible bidder, Vatley Crest, Inc. of Pleasanton, <br /> California, for their low base bid of $726,484 plus add alternate amount (line 24a — <br /> Lime Treatment) of $31,164, for a total of $757,648; waive minor irregularities in the <br /> lowest responsible bid, and instruct staff to obligate funding, which will exceed the <br /> existing budget. <br /> Background <br /> On February 7, 2000, the City Council approved the Contract Documents and <br /> authorized the Clerk's Office to advertise the subject project for public bidding. The <br /> project was designed by The Beals Group, Inc., a consulting landscape architect that <br /> the City retained to design this project. <br /> At first, three fields (Taft School, Garfield School and Fair Oaks School) were going to <br /> be designed and constructed as one big project. Unfortunately, funding limitations cut <br /> the scope of the project down to two fields, leaving Fair Oaks Sport Field to be <br /> � improved. at a later date. Furthermore, scheduling conflicts with the - building <br /> improvements at Garfield School dictates that only Taft School Sport Field be <br /> constructed this year. <br /> This project is a joint effort among the City of Redwood City, the County of San Mateo, <br /> and the Redwood City Elementary School District. The School District is providing the <br /> actual Facility; the County is providing the funding through their Community <br /> Development Block Grant Program (CDBG); and the City is providing the construction <br /> administration. When the facility is in place, the City will be responsible for the <br /> maintenance and scheduling of the field, when it is not being used by the school. The <br /> County has agreed (in principle) to fund this project, and an agreement has been <br /> approved by their Board. Presently, an amendment to that Agreement is being <br /> negotiated to address cost escalation and CDBG requirements. <br /> The existing fields are made up of turf growing on native soil, which is composed <br /> mainly of clay, as a result, drainage and playability throughout the year is very poor.
