5-,
rain. With the proposed sand-based construction, approximately 18 inches of sand
would form the surface that turf would grow on. Underneath the surface, an extensive
network of pertorated drainage pipes would be laid to take water away from the field. A
simitar design has been used at Sandpiper Park (in Redwood Shores) with great
success.
The availability of the fields will be much higher, since rainwater can seep down through
sand much faster than through evaporation. Theoretically, drainage should not be an
issue stopping play, even during rain. However, these fieids are situated in low-lying
areas where drainage can be problematic during the worst of situations. In the case
that water from the field can no longer be drained into the street (i.e. flooding, of the.
streets), the field would also be out of service.
The bid opening was held on March 7, 2000, in the office of the City Clerk. A total of .
five bids were received, which are summarized below (base bid plus add altemates).
No. Bidder Bid Amount
1. Valle Crest, Inc.— Pleasanton, CA $776,202
2. Jensen Co oration — Cu ertino, CA $808,888
3. Robert A. Bothman, Inc.. — San Jose, CA $850,150
4. Contra Costa Landsca in , Inc. — Martinez, CA $1,100,238
5. Blossom Valle Construction, Inc. — San Jose, CA $1,201,723
Avera e dro in the hi h and low bidder $919,760
En ineer's Estimate ........................ $850,000
The bid from Valley Crest, Inc. of Pleasanton, Califomia, with a base bid plus all
altemates of $776,202, apears ta be the lowest responsible bid. . However, two of .the
three altemates will not b awarded due to funding constraints. Valley Crest has the
necessary experience and expertise that is pertinent to the successful outcome of this
project, and as they have in the past, worked on other park projects in the City. A
minor mathematical irregularity ($365.00) was found in Valley Crest's proposal in favor
of the City, and Valley Crest has agreed to the revised amount as shown.
The larger than normal gap between the highest and lowest bids reflect the climate of
the industry at this time. Many landscape contractors in the Bay Area have already
filled their quota of projects for the year while others have not. Those who have not
would naturally be more competitive than those who have. The fact that the lowest
three bidders are grouped relatively close together indicates that the project can be
successfully built for the amount bid.
A complete copy of the agreement is available for review in the City Clerk's office.
