I:�provernen� Project�.— Segmer�t_ 1," and author.ize, the, . <br /> advertisement for bids. <br /> Background � <br /> This segment of the levee is one of the last two segments to be improved under the <br /> existing permits from the Federal and State agencies (US Army Corps of Engineers <br /> [Corps], Bay Conservation and Development Commission [BCDC� and Regional Water <br /> Quality Control Board [RWQCB]). Originally, this project was to be constructed during <br /> the past construction season. However, the project was delayed, so the design could <br /> be revised to accommodate concems raised by neighboring residents. To be in <br /> compliance with the permits, the revised design had to be re-approved by the agencies. <br /> This segment of the levee stretches east, approximately from the cul-de-sac at Spar <br /> Drive to the boundary of the Sunrise development, and the Sandpiper Lagoon <br /> development along Steinberger Slough. The project will raise the flood protection level, <br /> and add anywhere from two (2) to three (3) feet of height to the top of levee. This will <br /> bring this segment of the levee into compliance with the Federal Emergency <br /> Management and Assistance (FEMA) guidelines. <br /> tJnlike any of the other levee segments that have been improved under these same <br /> permits, this levee segment has houses built almost up to the levee toes in many <br /> places. For this reason, multiple public meetings were held throughout the design <br /> process to keep the property owners informed, and to get input from them. The original <br /> design for this segment of the levee was similar to those of the other segments, namely <br /> raising the elevation of the levee and widening the levee top, which resulted in a wider <br /> footprint. This design proved inadequate, according to the property owners' comments <br /> taken, when the first public meeting was held. Some of the areas have existing <br /> drainage issues, and the residents were concemed that the design would aggravate the <br /> situation. Others were concemed about the landscaping of the new slope, since BCDC <br /> has strict control of the type of vegetation that gets planted in this area. The Home <br /> Owners' Association (HOA) for Sunrise also was concemed about the potential damage <br /> � to existing landscaping and irrigation system that the Association maintains. <br /> The existing path will be sloped down toward the toe of this new berm to facilitate <br /> drainage of the path. New s#orm drainage will be installed at this juncture to carry <br /> storm water to existing storm drain systems in nearby streets.
