<br />Fiscal year 1999-2000 Cost Shared Sidewalk Repair Project

<br />Recommendation
<br />By Motion, approve Change Order No.2 in the amount of $23,842.00, for the 1999-00
<br />Cost Shared Sidewalk Repair Project, for P & P Construction, Inc.
<br />
<br />Background
<br />On June 14, 1999, Council approved the contract documents and specifications for the
<br />subject project. On July 7, 1999 bids were opened, and on July 26, 1999, Council
<br />awarded the contract to the lowest responsible bidder, P & P Construction, Inc. of Newark,
<br />CA in the amount of $127,750.00. The project work commenced and staff offered cost
<br />shared repairs to property owners at any location in the City. As soon as the property
<br />owner paid their portion of the repairs, the work was scheduled.
<br />
<br />As the project neared the contract limit in January, staff stopped giving estimates so the
<br />project could be cut off within the cap of the contract limits. However, property owners that
<br />were previously given estimates continued to send in their co-payment after the dates
<br />requested by staff. Staff discussed the additional work with the contractor and decided to
<br />complete the repairs through a change order with the goal of not exceeding 10% over the
<br />original contract price.

<br />Subsequently, by January, seven more checks from previous estimates, in proximity of the
<br />work scheduled, were received from property owners. Staff decided to perform the repairs
<br />on the sidewalks rather than send the checks back to the property owners. A total of 242
<br />cost shared estimates were offered. Fifty-five sites were completed in the project for a
<br />total of 22.73% participation. Also, during construction of wheel chair ramps along
<br />Redwood Shores Parkway the ramps required twice the construction area as previously
<br />estimated to meet the correct ADA grades, due to the presence of utilities. The final repair
<br />sites were completed in late March 2000.
<br />
<br />Staff based the decisions to exceed the contract amount on the following factors:
<br />. Sidewalk repairs are a high Council priority
<br />. Council has been very supportive of the cost shared project
<br />. If the City returned the checks, the sites would not get repaired in the near future
<br />. The cost shared repairs eliminate potential hazardous sidewalk locations
<br />. No tree removals were involved in the additional repairs
<br />
