<br />IA., <br /> <br />SECTION A <br />CITY OF REDWOOD CITY, CALIFORNIA <br />CONSOLIDATED PLAN SUMMARY <br />2000 - 2005 <br /> <br />Executive Summary <br /> <br />The Consolidated Plan is a strategy and plan for the application and performance <br />reporting on a "focused" use of federal funds to provide a continuum of services for <br />residents earning below the median income and poverty level. The strategy is designed <br />to bridge the gap. in a very deliberate way I between homelessness and permanent <br />housing, including neighborhood and non-housing community development. The <br />strategy would assist the City to focus its federal funds to meet specific objectives as <br />defined under Purpose below. <br /> <br />Purpose <br />The purpose of Consolidated Planning is a collaborative process where by a community <br />establishes a unified vision for community development actions. <br /> <br />The rule is designed to implement the concept of consolidated planning. Among the <br />purposes of the Consolidated Strategy and Plan are to: <br /> <br />1. <br /> <br />Enable the City to view its HUD programs not as isolated tools to solve <br />narrow functional problems. but rather as embracing a comprehensive <br />vision of housing and community development. <br /> <br />2. <br /> <br />Include in its comprehensive vision affordable housing, adequate <br />infrastructure. fair housing. protection of the environment. enhancement <br />of civic design. and vigorous economic growth coordinated with human <br />developments. <br /> <br />3. <br /> <br />Enable the City to apply this comprehensive approach to helping the <br />homeless in a continuum of care, a comprehensive system for moving <br />individuals and families from homeless to permanent housing. <br /> <br />4. <br /> <br />Reduce the amount of unnecessary paperwork and enable HUD to work <br />creatively with the City to provide a forum for planning an integrated <br />approach. <br /> <br />5. <br /> <br />Improve program accountability and support results oriented <br />management by establishing clear priority needs and goals; providing <br />more timely and readable information on needs, goals. and proposed <br />projects to citizens; providing measurable indicators of progress; and <br />reporting on progress against these measures. <br /> <br />6. <br /> <br />Facilitates "bottom up" planning by creating a planning process which <br />renews commitment and generates new citizen involvement. <br /> <br />A-1 <br /> <br />T -^ <br />
