(for example, businesses with an excessive amount of <br />temporary signs located on State Highways). <br /> <br />Option 1: Enforcement Accordina to an Area or District <br />The benefits of this approach include the following: <br /> <br />. Systematic enforcement of all sign regulations in a well-defined area <br />within a specific time frame. <br />. Consistency of design policies (aesthetic and functional). <br />. Enforcement efficiency. <br />. Clearly visible results in one area. <br />. Inexpensive for property owner with consistent amortization time frame <br />(i.e., 60 days for paper signs). <br /> <br />These benefits are expected to diminish however, if the selected area or <br />District(s) becomes too vast for systematic Code Enforcement activities. As <br />an example, the process could become unmanageable if all State highways <br />were to be selected at one time. In contrast, the phased enforcement of <br />specific corridors or areas (the entire Woodside Road corridor followed by <br />the enforcement of EI Camino Real, for example) could be implemented <br />within a specific time frame with relative efficiency. <br /> <br />Option 2: Enforcement Accordina to Tvpes of SiQns <br />By prioritizing which types of signs get enforced, the visual impact of certain <br />sign violations would be eliminated, for example, the systematic <br />enforcement of excessive window signs, temporary signs and/or illegal <br />portable signs would dramatically change the appearance of the <br />streetscape. Benefits of this approach would include the following: <br /> <br />. Systematic enforcement of similar types of violations within a specified <br />time frame or program. <br />. Consistency in design policies (aesthetic and functional). <br />. Enforcement efficiency. <br />. Visible elimination of certain types of violations on a Citywide basis. <br /> <br />Option 3: Enforcement of Specific Sians in Taraet Areas <br />This third alternative contains both the benefits of Options 1) and 2). The <br />prioritization of policies regarding Sign Enforcement (in this case, targeting <br />the enforcement of a specific area and/or type of sign violation) is expected <br />to increase staff's efficiency in enforcing the Sign Ordinance. The <br />"systematic" versus the "one-on-one" approach generally makes the <br />enforcement of sign violations easier to monitor and track. It is more cost <br />effective to enforce well-defined types of violations in a specific area than a <br />multitude of different sign violations scattered throughout the City. Because <br />enforcement results would be more visible, the reasons and visual benefits <br />of code enforcement activities are expected to be much clearer to the public <br />once enforcement activities are implemented. <br /> <br />Fiscal Impact <br />We believe that the budgeted two-year contract position for sign enforcement will allow the <br /> <br />5 <br /> <br />.- .-".
