<br />lOA-to <br /> <br />elimination of all recorded violations in the inventory. Because this effort will require <br />preparation, consistency and focus on a variety of complex issues, a Sign Enforcement <br />Specialist has already been selected and is being trained on a casual basis until July 2000. <br />As a next phase and in order to effectively deal with the various nonconforming signs on the <br />inventory, this Sign Enforcement position would evolve into a two-year contract position, <br />(subject to budget approval by the Council). The total staff cost would equal $71,000 per <br />year (including all benefits. After two years, all Sign Enforcement duties would then be <br />picked up by regular Code Enforcement staff. Casual hours necessary to complete the <br />inventory can be absorbed in the existing budget. The two year contract is proposed in the <br />fiscal year 00/01 and 01/02 budget to be reviewed by the City Council in June. <br /> <br />Conclusion <br />After the Public Hearing, the Council must choose from one of the three recommended <br />options (2.a), 2.b) or 2.c)) and decide whether or not to start the enforcement process. Our <br />experience tells us that it is not cost efficient to begin enforcing signs without a set program <br />("piecemeal" fashion). Staff has budged a two year contract position for one Sign Code <br />Enforcement Specialist starting July 2000. Other options include two one-year contracts for <br />two Enforcement Specialists, or one-half time position over four years. A more extreme cost <br />alternative is simply not to hire Sign Code Enforcement Specialist which questions the <br />fundamental need to adopt a new Sign Ordinance to improve the aspect of the City. It is <br />therefore important that the Council reiterate their commitment to hire the recommended staff <br />so that enforcement could begin starting July, 2000.
