The sign inventory will also need to be updated on a
regular basis. Enforcement efforts of signs generally involve two hours of staff time of
initial work followed by several hours of follow-up over the enforcement period (which can
take an estimated minimum of several weeks, assuming no formal legal action is
required). Considering the number of businesses, the proportion of violations and the
amount of signs in the City; it is estimated that two full-time staff positions assigned to
such duties could effectively cover the enforcement process. A strategy to achieve
Citywide and comprehensive sign enforcement could involve a "blitz" by temporary
E3nfQJç~m~mt §taff hir~d fox ttla1 speciftc pUIp_ose. The effort would be expected to occur over a period of six months and regular
code enforcement staff would then be expected to follow-up this enforcement action.

A) Citywide Physical Improvements
If and when the City chooses to proceed with the Citywide enforcement process,
the subsequent impact to the physical appearance of businesses should result
in a visible improvement to the commercial portion of the City. Façades are
expected to look more attractive and appear "cleaned up". Such enforcement
should also to bring higher quality and more permanent sign applications,
versus cheaper temporary signage and cluttered façade treatment.

As an option, the City could decide to enforce the most visible urban areas i.e.,
EI Camino Real and/or Woodside Road only. This district by district approach
would therefore not affect all businesses in the City (387 out of a total of 1316
businesses in this scenario) and thus, require less staff time to enforce.

_..
