Because of the different time lines associated with the <br />enforcement of the various types of non-conforming signs (Le., seven years for <br />pole signs versus four years for wall signs), a permanent tracking system will <br />need to be established by staff over several years. On the other hand, short <br />term enforcement efforts are expected to require progressively less enforcement <br />efforts by City staff since it is anticipated that new businesses (and their sign <br />contractors) would be "motivated" to construct signs which complywith the new <br />sign regulations. <br /> <br />Alternatives <br /> <br />1. Relax the amortization requirements in the ordinance (For example, allow 50% total <br />window signage on storefront windows instead of the 25% originally reviewed, or allow <br />pole signs to exceed 15 feet in height outright, or other changes). Such changes in <br />regulation would be expected to require less enforcement time and effort: Also, the <br />existing survey work could be' amended fairly easily and new tabulations could be <br />prepared. <br /> <br />2. Provide staff with direction to strategize the partial enforcement (for example, specific <br />areas like EI Camino Read and Woodside Road) of illegal, abandoned and non- <br />conforming signs.
