s-c..- \ ~

elements will be reusable, and the database could be expanded to create a master all-
encompassing urban database for future analysis and design.

MPI's GIS capability plays very well into this environment, as we are currently implementing
a system that integrates GIS data into the database generation process. This process not only
includes the ability to use GIS layers as source data, but also to generate new GIS layers that
can be extracted from 3D models. For example, a building footprint shapefile of proposed
structures in the redevelopment area could be delivered to Redwood City. These footprints
would have been extracted from newly created 3D models in the simulation.

To expand the proposed database development, Redwood City could utilize our GIS data
conversion tools to create a city-wide data visualization built from GIS source data. Initially,
the tools will facilitate creating visual databases from GIS topography, building footprints,
road centerlines, etc. In subsequent releases, the capability will be expanded to accommodate
additional GIS data elements, such as housing density, hydrology, drainage lines, population
densities, income patterns etc. MPI's GIS tools will enable Redwood City to maximize return
on GIS investment by effectively being able to visualize, analyze, modify and review data and
trends.

The capabilities are endless. And MPI is at the ready to work with Redwood City in this
exciting new visualization arena.

2.5 Web Support

MPI's simulation model currently supports two types of visual presentation for web site
applications:

still images of the visual scene in JPEG format

video recordings of moving through the scene in MPEG or A VI format.

MPI will provide advice to Redwood City to enable Redwood City to produce these data
formats from the simulation if the City so desires.

Recently, MPI has been acquired by Computer Associates, the third largest software and
enterprise development company (behind Microsoft and Oracle). We expect that, as part of
this acquisition, MPI will be involved much more deeply with web based applications in the
near future.

2.6 Development Criteria

The following development criteria will be used on the project:

1. Fidelity of the database will include 3D structures and photo-specific textures in the prime
modeled area of interest for current conditions, architectural drawings and artist renderings
for redevelopment elements.

2. The target development and demonstration platform will be a workstation runmng
Windows NT 4.0.

3. The target runtime will be an application built on MPI's Vega NT product.

MULTIGEN-PARADIGM,INC CONFIDENTIAL

PAGES

MA Y 1, 2fXX)

--....--.. .._._"T"_h~
