As <br />we discussed, the Agency is requesting assistance with an amendment to the <br />Redevelopment Plan for Redevelopment Project Area #2 (Project Area) to <br />extend the period to commence eminent domain authority. <br /> <br />Fraser & Associates is in a unique position to assist the Agency. I have worked <br />with the Agency since the early 1990's on a variety of projects. This includes <br />various financial analyses for the Agency and assistance with other plan adoption <br />and amendment activities. <br /> <br />The balance of this proposal provides a summary of Fraser & Associates <br />qualifications; a proposed scope of services; and requested compensation. <br /> <br />QUALIFICATIONS <br /> <br />Fraser & Associates was formed in 1998 and provides financial, implementation <br />and plan adoption services to redevelopment agencies in California. Donald J. <br />Fraser, the president of Fraser & Associates, previously spent over 8 years with <br />Katz Hollis providing similar services to redevelopment agencies. The firm's <br />ongoing clients include both large and small redevelopment agencies, with a <br />focus on Northern California. <br />
