<br />~ V-\;:' <br /> <br />~ FRASER & ASSOCIA TES <br />Mr. Michael Church <br />03/21/00 <br />Page 2 <br /> <br />Fraser & Associates services are described below: <br /> <br />I:J Financial analysis - Various types of assistance in the financial aspects of an <br />agencies operations, including tax increment estimates and projections; <br />revenue verification; and financial and cash flow planning. <br />I:J Bond Services - Assistance in the issuance of tax allocation bonds, including <br />the feasibility of issuing debt. Fraser & Associates provides fiscal consultant <br />services which involve the in depth analysis of the revenues to be pledged to <br />a debt offering. <br />I:J Feasibility analysis - This area of service includes site specific feasibility <br />studies for development projects. Services in this area also include analysis <br />of the feasibility for adopting or amending redevelopment plans, with an <br />emphasis on financial analysis. <br />I:J Implementation - Various types of assistance in the implementation of <br />redevelopment plans. This includes preparing certain state-mandated <br />reports, such as the Statement of Indebtedness and Implementation Plans. <br /> <br />In terms of specific plan adoption experience, Mr. Fraser has assisted 17 <br />agencies with the adoption or amendment of 28 redevelopment plans over the <br />past 10 years. Mr. Fraser's efforts consisted of overall management of the <br />adoption process; serving as review principal for all documents; and input into <br />policy decisions, such as boundary recommendations. In addition, Mr. Fraser <br />has provided comprehensive financial analysis for each of the adoptions. <br /> <br />Fraser & Associates assisted the South Tahoe Redevelopment Agency with an <br />extension of its eminent domain authority during 1999. We are also currently <br />assisting the Santa Rosa Redevelopment Agency with the adoption of a <br />redevelopment plan and the Sacramento Housing and Redevelopment Agency <br />with an amendment to certain time and financial limits for one of its older <br />redevelopment projects. <br /> <br />SCOPE OF SERVICES <br /> <br />Services will be provided in three areas: 1) document preparation; meeting <br />attendance; and process coordination. <br /> <br />Document Preparation <br /> <br />Schedule of Actions <br /> <br />Fraser & Associates will prepared a comprehensive schedule of actions for the <br />plan amendment process.
