The Report to Council will include all of the information that <br />is required in the Preliminary Report as well as a summary of the process <br />undertaken during the plan adoption. As required pursuant to Section 33352 of <br />the CRL the Report to Council will include relevant sections that explain the <br />impact of the amendment on the project area: <br /> <br />1. The reasons for the amendment of the project area; <br /> <br />2. A description of the impact of the amendment on the existing physical and <br />economic conditions in the project area that cause blight; <br /> <br />3. Any required amendments to the implementation plan (assumed to be <br />minimal); <br /> <br />4. The impact of the amendment on the program of activities undertaken in the <br />project area; <br /> <br />5. A description of how the projects and programs of the Agency will improve or <br />alleviate blighting conditions; <br /> <br />6. The impact of the amendment on the proposed method of financing the <br />redevelopment of the project area; <br /> <br />7. The impact of the amendment on the plan or method of relocation; <br /> <br />8. The negative declaration (to be prepared by City staff); <br /> <br />9. The report and recommendation of the planning commission; <br /> <br />1 a.A summary of community participation; <br />11. The impact of the amendment on the neighborhood impact report; and <br /> <br />12. Summary of consultations with taxing entities <br />
