<br />-¡ K-l <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 28, 2000 <br /> <br />Subject <br />Peninsula Congestion Relief Alliance <br /> <br />Recommendation <br />It is recommended that the City Council approve the Joint Powers Agreement Establishing the <br />new Peninsula Congestion Relief Alliance, and Resolution to Withdraw from the Inter-City <br />Transportation Systems Management Agency. <br /> <br />Background <br />For the past ten years, 14 cities in San Mateo County have been members in one of two Joint <br />Powers Agencies called Inter-City Transportation Systems Management Authority (ITSMA), and <br />Multi-City Transportation Systems Management Authority (MTSMA). The purpose of the Joint <br />Powers Agencies has been to work with employers and workers in our communities to reduce <br />traffic congestions and improve air quality through the use of Transportation Systems <br />Management (TSM) and Transportation Demand Management (TDM) programs that help <br />increase the use of alternative modes of commuter transportation. <br /> <br />In October 1999, the boards of these Joint Powers Agencies approved a plan to merge and <br />form one, unified Transportation Demand Management (TDM) provider for San Mateo County, <br />under the new name: Peninsula Congestion Relief Alliance. <br /> <br />The new Alliance will be organized as a Joint Powers Authority governed by a board of 15 <br />elected officials, one from each of the ITSMA and MTSMA cities, and East Palo Alto. The new <br />board will meet semi-annually for the purpose of adopting a work plan and budget, developing <br />policy and reviewing performance. A five member supervisory committee comprised of city <br />managers or their proxy will be formed to oversee and direct Alliance staff. A program advisory <br />council for staff, comprised of volunteers from the community, will also be formed. Funding for <br />the Alliance has been granted for a least two years by C/CAG and by the San Mateo County <br />Transportation Authority. <br /> <br />Any employer in any city within San Mateo County is eligible and encouraged to participate in <br />the Alliance's programs. The City of Menlo Park and the SFO Airport will maintain their own <br />TDM departments but continue to work in partnership with the Alliance as in years past. <br /> <br />Fiscal Impact <br />. City Council Member to serve on Governing Board which meets semi-annually. <br />.
