<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 12, 2000 <br /> <br />Subject <br />. Purchase of Four Used Passenger Vehicles for Undercover Law Enforcement and One Used <br />Passenger Van for the Veterans Memorial Center <br /> <br />Recommendation <br />That the City Council: (1) Waive the bidding requirements of Redwood City Code, Chapter 2 Article <br />7, Section 2.76 by affirmative vote of at least five members of City Council on the grounds that strict <br />compliance with the bidding requirements would not serve the public interest; (2) adopt a resolution <br />authorizing the purchase of four used passenger vehicles and one passenger van from Hertz Car <br />Sales of Santa Clara, CA in an amount not to exceed $120,000. <br /> <br />Background <br />Purchasing used vehicles for undercover law enforcement and senior citizen pick-up and drop off <br />services (low mileage) has proven to be the most cost-effective way of providing replacement <br />vehicles for these types of programs. However, the normal competitive bidding procedure for the <br />purchase of used vehicles has not been effective. The City has attempted the "sealed bid" process <br />on several occasions in the past years but received no response. On May 17, 2000 the City once <br />again tried the sealed bid process. The City Clerk advertised the bid invitation with copies being <br />mailed to five vendors. The two bids received were opened by the City Clerk and are summarized <br />as follows: <br /> <br />Hertz Car Sales Santa Clara, CA $75,747.95 (Did Not Meet) <br /> Spec.'s <br />Towne Ford Sales Redwood City, CA $52,821.67 (Incomplete Bid) <br />Boardwalk Chevrolet Redwood City, CA No Bid <br />Redwood City Dodge Redwood City, CA No Bid <br />Enterprise Used Car Sales Redwood City, CA No Bid <br /> <br />The bid by Towne Ford was for four of the same make and model vehicles even though the bid <br />specifications asked for mixed makes and models. Towne Ford did not bid on the used passenger <br />van. Hertz Car Sales did not bid on four different passenger vehicles. They submitted a choice of <br />two different lower end make and model vehicles but could not guarantee they would be available <br />by the time the bid was awarded. All five vendors stated that the time involved in a bidding process <br />prohibits them from submitting a guaranteed competitive price because of the quick turnover on <br />their vehicles. <br /> <br />1 of 2 <br /> <br />, _. ~_.... .._- '.T ' <br />
