<br />"T] A- s <br />Daly City required an agreement to ensure that the garage would be available for required <br />parking. <br /> <br />Options: (refer to parking diagrams) <br />1. Relax the parking requirements so that the space for the second unit can be uncovered, <br />can be in the front yard garage setback of 20 ft., and can be "tandem" as long as it <br />does not encroach in the sidewalk area. In addition, require a signed agreement <br />ensuring that the existing garage shall be used for the storage of vehicles. (Least <br />restrictive) (Recommended). <br /> <br />. Impacts <br />This new policy will lead to more second units, and will legalize some existing <br />illegal units. This will also lead to more cars parked in the driveways. <br />This option may not stop the creation of illegal second units. <br /> <br />2. Allow uncovered, tandem spaces in the driveway, but not in the required 20-ft. <br />garage setback. <br /> <br />. Impacts <br />This will only benefit properties with deep lots and long driveways, most of which <br />are located in Sequoia, Arlington, and Emerald Hills Neighborhoods. <br /> <br />3. Keep existing parking requirements as is, Le., two spaces for the main unit and one for <br />the accessory dwelling unit. The space for the second unit may have to be covered <br />depending on the total number of spaces (current requirement and most restrictive). <br /> <br />. Impacts <br />Will continue to limit the number of potential second units and encourage people <br />to develop illegal second units. <br /> <br />B. UNIT SIZE <br /> <br />Currently the maximum size allowed for an accessory dwelling unit is 640-sq. ft. and js <br />limited to one bedroom. According to an apartment developer, 640-sq. ft. has historically <br />been an acceptable size for a one-bedroom unit. However, in today's market, people <br />prefer 700 sq. ft. - 750 sq. ft. because they generally want more room. In larger apartment <br />complexes, the Americans With Disabilities Act ("ADA") spacing requirements for doorway <br />and bathroom access have also necessitated larger apartments. <br /> <br />Recent apartment applications seem to support this trend. For example, a one-bedroom <br />unit in the Franklin Street Area Plan ranges from 795 - 995 sq. ft., while an apartment <br />complex recently completed in Redwood Shores is 755 sq. ft. Another example is City <br />Center Plaza (the apartment complex behind City Hall). A one-bedroom unit starts at 630 <br />sq. ft. <br /> <br />Most applicants for second units have not had a problem in meeting a 640-sq. ft. <br />requirement. There have only been several applications where the property owner wanted <br />a larger unit. As indicated in the attached city survey, surrounding peninsula cities allow <br />accessory units ranging from 640-sq. ft. to 850-sq. ft. <br /> <br />Analysis of lot size distribution throughout the City was conducted to determine potential <br />impacts. The predominant lot sizes are 5000 sq. ft. - 6000 sq. ft. (see lot survey in <br /> <br />4 <br /> <br />.~"_.'. ...'-lIr <br />
