<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 12, 2000 <br /> <br />Subject <br />Repair of the Fire Departments 100' Aerial Ladder Truck #8117 <br /> <br />Recommendation <br />That the City Council: (1) Waive the bidding requirements of Redwood City Code, Chapter 2 Article <br />7, Section 2.76 by affirmative vote of at least five members of City Council on the grounds that strict <br />compliance with the bidding requirements would not serve the public interest; (2) adopt a resolution <br />authorizing the purchase and replacement of the flytip section of 100ft. ladder from Allstar Fire <br />Equipment Inc. of Arcadia, CA in the amount of $23,594.29. <br /> <br />Background <br />The State of California requires all aerial ladders to be inspected, tested and certified annually <br />pursuant to Section 1914 of the National Fire Protection Association and Section A92.2 of the <br />American National Standard Institute. On April 24th during a certification inspection of the Fire <br />Department's reserve 100' Seagraves aerial ladder, the flytip (the 25ft end section) of ladder failed <br />its runout measurement (vertical bow) test. The flytip section of the ladder is "bowed" 1 1/2 inches, <br />exceeding the legal 1/4 inch maximum vertical bow allowance and needs to be replaced. <br /> <br />Allstar Fire Equipment is the sole sales and repair representative on the West Coast for Seagraves <br />Fire Equipment. All original manufactured parts and components must be purchased through <br />Allstar for any Seagraves fire truck. This ladder tip will take approximately ninety days to be <br />remanufactured by Seagraves. They plan on shipping the ladder tip directly to Allstar Fire <br />Equipment by the last week in July. Before they ship the ladder section, Allstar must have already <br />received a valid purchase order. <br /> <br />Staff has reviewed their proposal and confirms that the price is reasonable and acceptable. <br /> <br />Alternative <br />One alternative given to staff by the original equipment manufacturer (Seagraves) was to ship the <br />entire truck to Seagraves Fire Equipment, located in Clintonville, Wisconsin for the ladder <br />replacement at a cost of $58,875.00. <br /> <br />Fiscal Impact <br />The $23,594.29 will be available in the proposed FY 2000/01 budget for this repair. Given the <br />importance of having the reserve ladder truck back in service and available, staff recommends <br />proceeding with the repairs at this time. Staff anticipates receiving the invoice for this repair after <br />July 1, 2000. <br /> <br />---// <br />c;/-o ,.
