~À-- <5: NOW, THEREFORE, IT IS FOUND, DETERMINED, RESOLVED AND ORDERED AS FOLLOWS: 1. The real property to be acquired is described in Exhibit A, attached hereto and incorporated by reference herein; Exhibit B, attached hereto and incorporated by reference, contains a diagrammatic illustration of the real property of which the property described in Exhibit A constitute a portion; 2. The public interest and necessity require the implementation of the Redevelopment Plan and the Project, said Project being part of the Redevelopment Plan, a public use. 3. Said Redevelopment Plan and Project is planned and located in the manner that will be most compatible with the greatest public good and the least private injury; that said Project will eliminate blight and improve general conditions thus benefiting the general public as well as further the purposes of the Redevelopment Plan. No other reasonable means of financing the acquisition and construction are available to the community and that the aforesaid use to which the property is to be applied, i.e., for redevelopment purposes, is a use authorized by law. 4. The public interest and necessity require the acquisition of the real property described in said Exhibit A, and the taking of said real property is necessary for the construction, completion and implementation of the Project, and it is hereby directed that said real property described in said Exhibit A be acquired by the Agency by eminent domain proceedings as hereinafter set forth. 5. The redevelopment of the property as described herein is in accordance with said Community Redevelopment Law of the State of California and the Redevelopment Plan which finds that a detriment to the safety, health and morals of the people exists because of the condition, design and arrangement, and the clearance and elimination of blight, both physical and/or economic, is therefore required. 6. The Redevelopment Plan and Project for which the real property described in Exhibit A is being acquired is within the scope of the Final Environmental Impact Report certified which adequately addresses and analyzes the Project for purposes of CEQA. 7. The Agency has complied with the environmental review process under the provisions (page 3 of 5) ..~T..
