<br />'7A-2D <br /> <br />{' <br /> <br />None <br /> <br />4. <br /> <br />JOINT PUBUC HEARING WITH PLANNING COMMISSION AND HOUSING <br />AND HUMAN CONCERNS COMMITTEE <br /> <br />Zoning Text Amendment <br /> <br />ZT: 10505-9: Resolution of Intention of the Planning Commission to amend Article <br />37, Accessory Dwelling Ordinance, relating to size of accessory units, parking <br />requirements, owner occupancy, and notification requirements. <br /> <br />Proposed Action: Hold public hearing and recommend to City Council text <br />amendment. <br /> <br />Mr. Passanisi said that the State requires the City to allow Accessory <br />Dwelling units in single family districts. In 1992 the City adopted such an <br />ordinance. Subsequently the Planning Commission and the Housing and <br />Human Concerns Committee recommended changes to the ordinance in <br />order to promote affordable housing. Staff is now presenting those <br />amendments back to "the Planning Commission and the Housing and <br />Human Cqncerns Committee with some other possible changes. Mr. <br />Passanisi showed overhead slides of the changes being proposed. <br /> <br />The changes included: <br /> <br />. The property owner shall be given a choice to reside in either the main <br />unit or in the accessory dwelling <br />. The maximum size of the accessory unit shall increase from 640 sq. ft. <br />to 1,000 sq. ft. or 60% of the main unit, whichever is less <br />. One driveway parking space may be counted toward the required three <br />spaces <br />. A Conditional Use Permit shall be required <br />. The accessory unit shall conform to all zoning requirements for that <br />zoning district <br /> <br />Chairman Verdone asked questions regarding detached garages versus <br />attached garages. <br /> <br />Commissioner Sanfilipo asked what would happen if the garage is in the <br />front unit, so they won't be able to parked on the driveway. <br /> <br />Mr. Passanisi responded that the City would not allow the second unit <br />since it did not conform to the parking requirements. <br />
