<br /> <br />June 26,2000 <br /> <br />Subject <br />Street Tree Maintenance Contract <br /> <br />Recommendation <br />By Resolution, approve specifications and authorize the call for bids for the FY 2000-2001 Street <br />Tree Maintenance Contract <br /> <br />Background <br />The City performs street tree maintenance utilizing a combination of in-house crews and tree <br />maintenance contractors. The in-house crews generally perform specialty work, service request <br />pruning, park tree maintenance, most emergency work and some block pruning. The contract crew <br />generally concentrates on the preventative maintenance tasks of block pruning and area pruning. <br /> <br />The tree maintenance contract covers the work period from September 1, 2000 through August 31, <br />2001 to bridge the time necessary for budget approval and contract administration at the beginning <br />of the new fiscal year. This allows the City to provide tree maintenance services during the summer <br />months of July and August, the time of the busiest tree maintenance needs. <br /> <br />The 2000-2001 Street Tree Maintenance Contract will be bid to cover the basic minimum tree <br />maintenance needs. The Street Tree Maintenance Contract includes the following work at hourly <br />rates: <br /> <br />. tree pruning <br />. tree planting <br />. tree removal <br />. stump removal <br />. emergency response <br /> <br />This contract includes the addition of 650 hours (approximately 4-5 months) of a crew for block <br />pruning. Staff estimates this addition at about $60,000 and should reduce the current street tree <br />pruning cycle from approximately 12 years to approximately 8 years. The contract also includes <br />optional bid items for tree spraying to respond to insect control requests, and tree inventory updating <br />for trees maintained by the contractor to minimize staff data entry needs. <br /> <br />Staff schedules the contract crews to perform the necessary work determined from block pruning <br />needs and service requests received. The contract will be managed to ensure there is contract crew <br />coverage for the full term of the contract through August 31, 2001. <br /> <br />If there are additional budgeted funds available after receiving the contract bids, staff will prepare <br />for Council approval a change order to the contract for additional necessary street tree maintenance. <br />The approval of the change order will provide greater flexibility in scheduling contract crews as <br />necessary to best meet the City's tree maintenance needs. This also reduces staff time involved <br />with the advertising and administering of several small contracts along with the annual contract. <br /> <br />,~.._......~ 'I' <br />
