<br /> <br />June 26, 2000 <br /> <br />Subject <br />Thermoplastic Street Markings and Street Signs Service <br /> <br />Recommendation <br />By Resolution, approve the plans and specifications and authorize the call for bids for the <br />service contract for FY 2000-2001 Thermoplastic Street Markings and Traffic Control Signs <br />Service <br /> <br />Background <br />Each year, Public Works Services inspects and re-paints all school pedestrian crossing <br />legends and crosswalks in order to maintain visible, enforceable traffic control for school <br />safety. Higher traffic volume intersections throughout the City are also inspected annually. <br />Recent environmental regulatory changes have required the use of less volatile paint <br />marking products that are water based and have a shorter life span. The current cycle for <br />painting most high-traffic volume street markings has been reduced to one year. <br /> <br />"Thermoplastic" markings have been lasting about six to seven years on average. Public <br />Works Services staff has developed a six-year rotation for pavement markings in high <br />traffic areas, including schools, businesses, hospitals, etc. The use of Thermoplastic in <br />high traffic areas will allow for better maintenance, on a routine basis, of the remaining <br />lower traffic areas and painted curb locations. The lower traffic volume markings will still <br />be placed in paint. <br /> <br />The first areas to receive Thermoplastic markings will be the school crossings. This is a <br />focus of high pedestrian and traffic control concern. The subsequent areas will follow in <br />a planned six-year rotation and complete the higher traffic volume markings. The Capital <br />Improvement Program Gas Tax Construction Fund includes $55,000 per Fiscal Year for <br />Thermoplastic markings. <br /> <br />The approval of this contract will have a visible impact on the pavement marking <br />maintenance over the paint currently being used. In addition, the new traffic control <br />markings installed by developers and City projects are being specified in Thermoplastic. <br /> <br />Also included in this contract is the installation of new traffic control signs related to speed <br />humps and other traffic calming improvements. This bid item will allow the Traffic Engineer <br />to better coordinate new traffic control sign installations with other traffic calming efforts. <br /> <br />Page 1 of 2 <br /> <br />-T <br />
