<br />17Q-2., <br />Alternative <br />There are two alternatives to this recommendation. <br /> <br />1 ) <br /> <br />Leave the pavement marking performance as it is and continue to have high traffic <br />areas in need of annual re-painting. This will negatively affect the amount of lower <br />traffic areas receiving paint in a timely manner. <br /> <br />2) <br /> <br />Hire additional personnel to paint in lieu of awarding this contract. Staff is unable <br />to demonstrate the level of improvement to the pavement marking system for this <br />alternative compared to the benefit of the Thermoplastic contract at this time. <br /> <br />City staff is unable to install Thermoplastic, which requires specialized equipment. <br />The high temperature (250 + degrees Fahrenheit) necessary for Thermoplastic <br />installation poses some risk to our employees. The value of this contract would be <br />enough to hire either one full-time person or two to three temporary employees, <br />excluding the cost of the necessary equipment to make this additional staff <br />productive, while still using short-lived paint products. <br /> <br />Fiscal Impact <br />Funds have been included in the Capital Improvement Program Gas Tax Construction <br />Fund budget for FY 2000-2001 in the amount of $55,000 (on-going program). The staff <br />estimate for the Thermoplastic Street Markings and Traffic Control Signs Service contract <br />is $54,000. <br /> <br />^' .
