<br />c.-\ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2000 <br /> <br />Subject <br />Solid Waste Collection and Recycling Service Changes <br /> <br />Recommendation <br />It is recommended that Council direct the City's South Bayside Waste Management <br />Authority (SBWMA) Board representative to vote in the affirmative requesting Browning <br />Ferris Industries (BFI) to provide changes in solid waste and recycling collection to same <br />day residential recycling and solid waste collection in coniunction with changing Spring and <br />Fall cleanups to two on-call cleanups annually, effective February, 2001. <br /> <br />Background <br /> <br />Same Dav Solid Waste & RecvclinQ Collection <br /> <br />Currently, BFI collects residential solid waste once per week and residential recycling once <br />bi-weeklv on a day other than solid waste collection. Under a proposal the SBWMA has <br />received from BFI, solid waste collection day will change to the recycling day. Solid Waste <br />will continue to be collected weekly and recycling will be collected bi-weekly, but on the <br />same day. Same day service allows easier recycling participation for residents and is more <br />convenient. Where same day service is provided in other jurisdictions, it has been found <br />to increase participation in recycling. Another advantage is cleaner appearance of the <br />City's neighborhoods because containers are not out as frequently as when there are <br />different service days. <br /> <br />We believe this will be a service enhancement for the residents of Redwood City. The <br />Revenue Services Division receives numerous calls periodically asking why the solid waste <br />and recycling are not collected on the same day. <br /> <br />On-Call Bi-Annual Cleanups <br /> <br />Currently, BFI designates one day in the Spring and one day in the Fall for "special" <br />cleanups as required under our Franchise Agreement. BFI is proposing that all SBWMA <br />jurisdictions implement "on-call" cleanups, under which BFI will pick up the "special" <br />cleanup debris at the customer's request. Residents may call anytime twice per year for <br />their cleanups instead of waiting for scheduled Spring and Fall cleanups. Because the <br />"requested" cleanup will occur on the same day as solid waste and recycling collection, <br />BFI will be able to recycle any recyclable materials that are in the cleanup pile. This will not <br />only increase recycling but also provide better allocation of diverted waste to the proper <br />jurisdictions. It is also believed that on-call cleanups will reduce illegal dumping because <br />cleanups will not be advertised. BFl's experience is that a number of individuals and <br />businesses use the bi-annual cleanup services to illegally dispose of waste at addresses <br />other than their own.
