<br />PI arming and Redevelopment Manager Church introduced Eminent Domain Attorney <br />Herman Fitzgerald to make a presentation. Mr. Fitzgerald explained before the Agency is <br />adoption of a resolution of necessity to consider whether to acquire property. There are <br />four issues set forth in the report: Whether the public interest and necessity require this <br />project. That the Project is plarmed or located in a manner that will be most compatible <br />with the most public good and the least private injury. That this property sought to be <br />acquired is necessary for this project; and whether the offer to purchase the property <br />required by Government Code Section 7267.2 has been given to the owner. <br /> <br />Hearing on Initiation of Eminent Domain Proceedings: <br /> <br />i) <br /> <br />Mayor Ruskin declared the hearing open. <br /> <br />ii) <br /> <br />Mayor Ruskin called for Testimony of Interested Property Owner (s) - no <br />testimony received. <br /> <br />iii) <br /> <br />MIS Hartnett! Howard to close the hearing. The motion passed by a unanimous <br />voice vote. <br /> <br />iv) <br /> <br />MIS Hartnett/Ira to adopt RESOLUTION RD-50 OF THE REDEVELOPMENT <br />AGENCY OF THE CITY OF REDWOOD CITY, CALIFORNIA AUTHORIZING <br />ACQUISITION OF PROPERTY AND THE EXPENDING OF FUNDS THEREFOR, <br />AND THE INSTITUTION OF EMINENT DOMAIN PROCEEDINGS. <br /> <br />The motion passed by a unanimous roll call vote. <br /> <br />7. <br /> <br />GENERAL <br /> <br />A. First Time Home Buyer Program; <br /> <br />Council Member Ira stated that the committee was organized in December and there was <br />much participation and input from different areas with Plarming and Redevelopment <br />Manager Church organizing all the information and utilizing the meetings for efficiency <br />and effectiveness. <br /> <br />Mayor Ruskin thanked the members of the committee, Council Member Ira, Chairperson; <br />Council Members Jordan and Howard; Plarming Commission representative Tamara <br />Piulle; Housing and Human Concerns representatives Peggy Tweedie and Nick Watry; <br />Redwood City School District representative Neil Call; George Mozingo from San Mateo <br />County Association of Realtors and Bill Peterson from Bay Area Bank. Mayor Ruskin <br />further thanked all who had participated throughout the various meetings. <br /> <br />Plarming and Redevelopment Manager Church recognized Scott Coe from San Mateo <br />County, Walter Zhovreboff, Neil Call and Joharma Rasmussen. He stated the committee <br />was charged to design a program targeted toward specific employment groups.
