<br />mentioned as well. The committee devised a program that provides incentives to those <br />groups to obtain first access to the money. The money must be available to others as well <br />but first priority may be given to those targeted groups. The plan was to provide incentive <br />to stay within their employment. The committee recommendation provides priority to <br />teachers and City employees. Some issues arose around defining the targeted groups, <br />particularly, regarding teachers. The recommendations include limiting to teachers only, <br />limiting to just RCSD and Sequoia Union High School Districts, limit the program to just <br />Woodside and Sequoia High Schools but all the RCSD schools in or out of the City limits, <br />if a teacher was eligible because of the school and later moved to a non-eligible school, <br />they would not be required to repay the loan. He explained in detail the program and that <br />the funding would come from Redevelopment Funds of $1.5 million dollars for the first <br />year in the proposed budget to be presented on June. <br /> <br />Public Comment: <br /> <br />Joharma Rasmussen stated she was speaking in support of the program on behalf of the <br />Redwood City Police Officers Association, the officers and their families. She stated she <br />has attended the committee meetings and has seen the program guidelines and that it is <br />excellent and realistic considering the current housing market. She requested support from <br />Council in approving the program guidelines. <br /> <br />Meg Grulich, a teacher in San Mateo County for 15 years and beginning her II th year in <br />Redwood City in August. She stated she is excited about the program. She stated it's an <br />important program and she is a single parent as sole supporter of her child and her <br />household includes her retired mother. Without the program she could neither rent nor own <br />a home in Redwood City, the city where she loves the kids and families. <br /> <br />MIS JordanlHartnett to approve the report constituting the Program Guidelines. The <br />motion passed by a unanimous voice vote. <br /> <br />MIS Howard/Ira to approve the contract with First Home Incorporated (FHI) for the <br />administration of the First Time Home Buyer (FTHB) Program by Resolution: <br /> <br />RESOLUTION RD-51 APPROVING AND AUTHORIZING EXECUTION OF <br />AGREEMENT BETWEEN THE REDEVELOPMENT AGENCY OF THE CITY OF <br />REDWOOD CITY AND FIRST HOME, INC. IN CONJUNCTION WITH THE FIRST <br />TIME HOMEBUYER PROGRAM. <br /> <br />The motion passed by a unanimous roll call vote. <br /> <br />8. <br /> <br />CLOSED SESSION - None <br /> <br />9. <br /> <br />ADJOURNMENT - 11 :30 p.m. <br /> <br />MIS Howard/Ira to adjourn the meeting.
