June 26, 2000

Subject
Funding Agreement with Poplar ReCare

Recommendation
Approve Resolution of Funding Agreement with Poplar ReCare for $21,000

Background
In May 1999, Council approved the Housing and Human Concern Committee's
recommendation to allocate $21,000 in Community Development Block Grant funds for
improvements to a public facility that serves severely developmentally disabled persons.
Although Poplar ReCare's facility is located in Burlingame, they provide services to
Redwood City clients. This funding recommendation was contained in the City's
1999/2000 Annual Action Plan that was submitted to HUD for funding.

Poplar ReCare has utilized their procurement policy to solicit bids for the work and has
accepted a contract with John Meyer Construction to complete this work. The total scope
of improvements are being jointly funded by the County of San Mateo, and the cities of
Redwood City, Daly City, and South San Francisco.

The grant from Redwood City will be used specifically to install a new HV AC system. This
work will provide a significant benefit because the incidence of seizures increases among
the developmentally disabled client population in hot weather. The project scope also
included installation of lighting and concrete work in an outside play area for the smaller
children of this client population.

Fiscal Impact
The total cost of this project is $21,000 previously approved by Council in the City's
1999/2000 Action Plan from Community Development Block Grant funds.

Conclusion
Approval of the funding agreement will allow the work to proceed and funds to be
disbursed for this purpose.

eborah Nelson
Community Development
Services Director

rZM

Ed Everett
City Manager

Attachment
N/A

.~.....
