<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 26, 2000 <br /> <br />Subject <br />Memorandum of Understanding between the Redwood City Police Department, the San Carlos Police <br />Department, and the Menlo Park Police Department regarding the use of the Redwood City Police <br />Department's Special Weapons and Tactics Team. <br /> <br />Recommendation <br />The Council authorizes the Chief of Police to adopt the Memorandum of Understanding. <br /> <br />Summary <br />The Redwood City Police Department's Special Weapons and Tactics (SWAT) team was developed in <br />1995 to respond to high-risk incidents that were beyond the capabilities of normally equipped and <br />trained department personnel. The department currently staffs a SWAT team made up of officers from <br />the Redwood City Police Department. The San Carlos Police Department and the Menlo Park Police <br />Department have requested to include police officers from their departments on the team, to use the <br />team for high-risk incidents in their respective cities, and to enter into a Memorandum of <br />Understanding. <br /> <br />Individually, depending on the situation, none of the agencies may have sufficient SWAT personnel to <br />handle a high-risk incident. By entering this Memorandum of Understanding, the Redwood City Police <br />Department, the San Carlos Police Department, and the Menlo Park Police Department should have <br />sufficient personnel to provide professional service during tactical situations to each other and to other <br />law enforcement agencies in San Mateo County that may request it. <br /> <br />The City Attorney's Office has reviewed the Memorandum of Understanding. The City Councils of the <br />City of San Carlos and the City of Menlo Park are also being requested to authorize their Chiefs of <br />Police to adopt the Memorandum of Understanding. <br /> <br />Fiscal Impact <br />None.
