i�•� <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 10, 2000 <br /> Subject <br /> Award of Contract - Redwood Shores Levee Improvement Project — Segment 1. <br /> Engineering File No. 803-02 <br /> Recommendation <br /> Adopt a resolution awarding the contract for the Redwood Shores Levee Improvement <br /> Project — Segment 1, to the lowest responsible bidder, Granite Construction Company, <br /> Inc. of Watsonville, California, for their low base bid of $339,457; waive any <br /> irregularities in the lowest responsible bid; and instruct staff to return all unsuccessful <br /> bidders' bid bonds. <br /> Background <br /> On April 24, 2000, the City Council approved the Contract Documents and authorized <br /> the advertisement for bids for this project. The project was designed by staff with the <br /> help of Bay Area Geotechnical Engineers, CAD Masters (Computer Aided Design), <br /> GeoCAD (aerial surveying), and recent experience with the other segments of the <br /> levee. <br /> Originally, this project was to be constructed during the spring/summer of 1999. <br /> However, the project was delayed, so the design could be revised to accommodate <br /> concerns raised by neighboring residents. To be in compliance with the agency permits, <br /> the revised design had to be re-approved by the agencies. The project was further <br /> delayed due to the expiration of the Corps permit to complete the levee system. A <br /> permit extension had to be requested and that review took some time. The permit has <br /> been issued with only one condition, which is to extend the existing fence lines further <br /> out into the marsh area. <br /> This segment of the levee stretches east, approximately from the cul-de-sac at Spar <br /> Drive to the boundaries of the Sunrise development, and the Sandpiper Lagoon <br /> development along Steinberger Slough. The project will raise the flood protection level, <br /> and add anywhere from two (2) to three (3) feet of height to the top of levee, bringing <br /> this segment of the levee into compliance with the Federal Emergency Management <br /> and Assistance (FEMA) guidelines. <br /> This project also includes the construction of the trail being sponsored by the Coastal <br /> Conservancy (Agreement approved by City Council February 14, 2000, by Resolution <br /> No. 13830). The design of this trail is appended to the design of this levee segment to <br /> attain cost efficiency in contract administration. This trail extends from the western <br /> terminus of the levee, along Steinberger Slough, behind the water storage tank, and will <br /> merge into a future trail system that is part of the proposed hotel development (across a <br /> slough from the southern terminus of Twin Dolphin Drive). <br /> _.__ . .� .� <br />
