E-
Potential impacts to other travel modes including walking (via sidewalks and the proposed
Bay Trail connections), bicycling and transit will be identified with appropriate mitigation
measures.
The amount of project-generated traffic that will be added to CMP-monitored roadway
facilities will be determined for both project scenarios. GCAG requires that all projects
generating 100 or more peak hour trips must mitigate all peak hour trips generated. Measures
for trip mitigation will be identified or methods to modify the traffic demand of the project,
such as installing facilities and services to encourage use of alternate modes.
Task 6- Evaluate Cumulative Conditions
In addition to the buildout of proposed land uses in the Bair Island area, traffic projections
from the C/CAG traffic demand model will be used to evaluate cumulative traffic conditions.
The effect of the Blomquist Street extension will be evaluated based on peak hour traffic
operations using traffic model volumes. Levels of service calculations and queuing analyses
will be performed to identify cumulative intersection impacts without the proposed project.
Project A traffic volumes will be redistributed to account for the Blomquist Street extension
and manually added to the C/CAG traffic demand model volumes. Intersection levels of
service will then be calculated. Cumulative impacts with the proposed project will then be
identified.
Task 7- Assess Site Access, On-Site Circulation, and Parking
The site plans will be reviewed to assess the adequacy of the number and design of the
driveways, the on-site circulation system, and the parking supply for both proposed projects.
The impact that each proposed project scenario has on the marina parking supply and dry
dock storage will also be addressed.
Task 8— Assess Emergency Access
The impact of the proposed project to emergency access will be assessed as part of this task.
Fehr & Peers will estimate the level of new development that would trigger the need for a
secondary access to the Bair Island area based on the need for an alternate evacuation route
and to improve access for emergency vehicles. Criteria for evaluating this task will be
reviewed with City staff and public safety officials.
Task 9 - Prepare Documentation
The results of the analysis will be documented in a report following the City of Redwood
City guidelines. The draft report will be submitted to City Staff for review and comment.
... _._...._ _ .__.. ..__.._
