�E•� s <br /> The amount of traffic added to the roadway system by a 170,000 s.f. office centre will be <br /> estimated in the same manner as described in Task 3 above. <br /> The site-generated traffic will be added to the roadway system. It will be added to the <br /> background traffic volumes to represent Project B Conditions. Intersection level of service <br /> calculations will be conducted to estimate the operating levels of the key intersections during <br /> the AM and PM peak hours after completion of the development. An analysis of queuing at <br /> the theater driveways will be conducted to estimate the operating levels of the key <br /> intersections during the PM peak hours after completion of the proposed development <br /> Task 5- Identify Significant Impacts and Recommend Mitigation Measures <br /> The impacts of the proposed development will be identified by comparing the results of the <br /> level of service calculations and queuing analyses for Background Conditions to the results <br /> for Project Conditions. According to the City of Redwood City's level of service policy, <br /> traffic impacts at signalized intersections are defined to occur when the addition of project <br /> traffic causes (1) intersection operations to deteriorate from an acceptable level (LOS D or <br /> better) under Background Conditions to an unacceptable level (LOS E or F); or (2) the <br /> exacerbation of unacceptable operations (LOS E or F) by increasing the average vehicular <br /> stopped delay by five or more seconds at an intersection already operating at LOS E or F <br /> under Background Conditions. Traffic impacts at unsignalized intersections are defined to <br /> occur when the addition of project traffic causes (1) overall intersection operations to <br /> deteriorate from an acceptable level (LOS D or better) under Background Conditions to an <br /> unacceptable level (LOS E or F), or (2) the operation of the worst-case turning movement to <br /> deteriorate from an acceptable level (LOS D or better) to an unacceptable level (LOS E or F) <br /> and traffic volumes to increase so that one or more traffic signal warrants aze met, or (3) <br /> exacerbation of unacceptable operations (LOS E or F) for the overall intersection by <br /> increasing the average vehicular delay by 5 or more seconds, or (4) exacerbation of <br /> unacceptable operations (LOS E or F) for the worst-case movement by increasing the average <br /> vehicular delay for that movement by 5 or more seconds and the traffic volumes at the <br /> intersection increase so that the Caltrans Peak Hour volume for traffic signal installation is <br /> met. <br /> Recommendations will be formulated to mitigate significant project impacts. These <br /> recommendations may include physical improvements, such as adding lanes to intersections <br /> or installing traffic signals and construction of the Blomquist Extension. The need for the <br /> Blomquist Street extension will be evaluated as part of this task. Possible options for <br /> phasing the Blomquist Street extension bridge construction will be identified based on <br /> previous work. <br />
