]E-i1
Additional observations will be made at the adjacent marina on a weekday and on a weekend
day to determine the current demand for marina parking and dry boat storage.
The existing operations of the key intersections will be evaluated with level of service
calculations as described in the 1997 Highway Capaciry Manual (Transportation Research
Board) using the TRAFFIX softwaze package.
Collect appropriate new data at East Bayshore and the 2 Syufy driveways and compare the
new data with the data in the 1999 Syufy study by Fehr & Peers. Identify the length of the
left turn queue at the entrance driveway and the length of the exit queue.
Task 2- Evaluate Background Conditions
Future traffic volumes from approved (but not yet constructed) developments to be provided
by City Staff will be added to the existing volumes to obtain traffic volumes for Background
Conditions. Estimated occupancies for the Irvine Apartment Communities and Kaufman
Broad development will also be obtained from City Staff. Any funded near-term roadway
improvement will be included in this analysis. Intersection level of service calculations and
analysis of queuing at the theater driveways will be performed to evaluate Background
Conditions and will establish the baseline for identifying project impacts.
Task 3- Evaluate Project A Conditions
The amount of traffic added to the roadway system by a 280,000 s.f. office centre with multi-
level parking structure will be estimated based on appropriate trip rates from Trip Generation
(6` Edition), Institute of Transportation Engineers.
The directional distribution of site-generated traffic on the surrounding roadways will be
forecast based on the travel patterns in the area and the relative locations of residential
neighborhoods. We will review the trip generation and distribution assumptions with City
Staff prior to their use in the analysis.
The site-generated traffic will be added to the roadway system based on the directions of
approach and departure discussed above. It will be added to the background traffic volumes
to represent Project A Conditions. Intersection level of service calculations will be conducted
to estimate the operating levels of the key intersections during the AM and PM peak hours
after completion of the proposed development. An analysis of queuing at the theater
driveways will be conducted to estimate the operating levels of the key intersections during
the PM peak hours after completion of the proposed development
Task 4- Evaluate Project B Conditions
_....._. __-___. .. . ._ ..
