REPORT <br /> To the Honorabie Mayor and City Council <br /> From the City Manager <br /> June26, 2000 <br /> Subject <br /> Advertisement for Bids - Citywide Street Resurfacing Project <br /> Engineering File No. 806-02 <br /> Recommendation <br /> Adopt a resolution approving the Contract Documents entitled, "Contract Documents for <br /> the Citywide Street Resurfacing Project," and authorize the advertisement for bids. <br /> Background <br /> In 1994 and 1995, the City introduced the Roadway Management System (RMS), which <br /> is a data base of existing roadway conditions of all Redwood City streets and roadways. <br /> The RMS keeps and calculates the Pavement Condition Index (PCI), which is the basis <br /> of selecting streets for our continuous roadway improvements <br /> The City updated the RMS database in late 1999. Due to the results of the new RMS, <br /> staff recognized that the City should apply the following treatment to the roadway <br /> system as part of the routine annual roadway maintenance and re�abilitation program: <br /> 1. Maintenance treatment (Slurry Seal) for streets that are in good condition (PCI of <br /> 70-90). This treatment maintains and improves the existing condition of the <br /> roadway with significantly fow costs compared to doing street overlay. <br /> 2. Thin overlay/cape seal for streets in fair condition (PCI of 50-70) to prevent <br /> further deterioration. <br /> 3. Thick asphalt overlay for deteriorated streets with PCI of 25-50. <br /> The slurry seal, thin overlay, and thick overlay are done in three separate procedures, <br /> the staff decided to call for three separate contracts. By breaking the roadway <br /> maintanace and rehabilitation program into three separate contracts, the work will be <br /> coordinated directly with the contractor performing each specialty item, thus eliminating <br /> the prime contractor's mark-up, usually associated with subcontractors. With the City <br /> directly coordinating the specialty contractors, allowing them do what they do best, we <br /> should be able to achieve a better quality project as well. <br /> .___ _..__.. .�_� <br />
