Erom the Ci Mana er <br /> <br />July 24, 2000 <br /> <br />Subject <br />Advertisement for Bids - 2000-2001 Street Light Improvement Project (Upgrading) <br />Engineering File No. 806-08 <br /> <br />Recommendation <br />Adopt a resolution approving the Contract Documents entitled, "2000-2001 Street Light <br />Improvement Project (Upgrading)," and authorize the advertisement for bids. <br /> <br />Background <br />The design of the 2000-2001 Street Light Improvement Project (Upgrading) has been <br />completed, and the Contract Documents are ready for bid. <br /> <br />Before 1976, most street lights in the City were an incandescent type of lamp. In 1976, <br />after extensive public hearings, the City Council adopted the use of a low-pressure <br />Sodium (LPS) type of lamp for streetlights. In 1978, High Pressure Sodium (HPS) type <br />lamps were added to the City-approved street light lamps. These two types of lamps <br />were, and still are, the most energy-efficient of lamps available. <br /> <br />The City's decision on the choice of HPS and LPS lamps evolved over several years. <br />The most important determining factors have been the energy efficiency of the <br />lamp/fixture and the annual energy cost. During this year's Capital Improvement <br />Program (CIP) budget review process, the City Council expressed an interest in <br />replacing the yellow (LPS) lamps to brighter (HPS) lamps, especially in the major <br />corridors and downtown area. <br /> <br />A Lighting Study Report has been prepared and will be finalized within the coming <br />month. A revision of the City's Street Light Standard Specification will follow. The <br />abstract of the study is summarized below, and supports the concept of this proposed <br />project. <br /> <br />Pros <br />1. Social Benefits. The HPS lamp provides better benefits than the LPS lamps in <br />the following categories: <br />. Reduction in nighttime accidents. <br />. Aid to police protection. <br />. Facilitation to traffic flow. <br />. Promotion of business during nighttime hours. <br />. Community spirit. <br />2. Economic Benefits.
