'1 p- ¿

2. Economic Benefits. The HPS lamp is more cost effective than the LPS lamp in
the following categories:
. Initial and replacement cost: Due to LPS lamps no longer being made by
many manufacturers, the cost is, as much as three times higher than the HPS
lamp. ($44 for LPS135WVS; $12 for HPS150W).

. Replacement freauencv: The replacement rate of the LPS lamp is 25%
higher than the HPS lamp. (Based on an average of 10 hours of operation
daily, every 4.9 years for LPS135W vs. every 6.5 years for HPS150W).

Cons
1. Operating Cost. Based on the Public Utility Commission (PUC)-approved
2. PG&E Company Rate Schedule of monthly energy charges for each customer's
unmetered street light connected to PG&E service, the HPS lamp is 10% higher
than the LPS lamp ($4.576 for LPS135W VS. $5.093 HPS150W). However,
when the connection is metered (as majority of the new street lights installed
today), the difference of operation cost will be minimal due to the LPS lamp
consuming more energy near the end of it's shorter life span.

3, Residential Street. In certain residential areas, the residents sometimes prefer
the low levels of street lighting that the LPS lamp provides.

Conclusion
For the next three years, the Street Light Improvement Project (Upgrading) will be
focusing on the replacement of existing LPS lamps for HPS lamps in all major streets
and commercial areas. Residential area street lighting can be also upgraded after the
new street lighting standard is adopted by the City Council.

The project area includes EI Camino Real and Veterans Boulevard, from San Carlos
City limits to Woodside Road, and various locations in the Redwood City downtown
area, Please see the attached drawing for other downtown areas.

The Engineer's Estimate for the construction work is $150,000.
