<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />EXECUTIVE SUMMARY <br /> <br />July 24,2000 <br /> <br />Subjects <br />Two urgency interim ordinances to limit office development on parcels one acre or larger in <br />certain zoning districts citywide and to limit all development in the Bair Island Road Study Area <br />(vicinity of Bair Island Rd./East Bayshore Blvd./Maple St). <br /> <br />Recommendations <br />1. Introduce two interim urgency ordinances: <br />a) An ordinance which imposes limits on office development and conversions on parcels 1 <br />acre or larger, in the CG, CG-R, CB, and CN districts throughout the City, except in the <br />Bair Island Road Study Area; and <br />b) An ordinance which enacts a moratorium on all development in the Bair Island Rd. Study <br />Area (vicinity of Bair Island Rd./East Bayshore Blvd./Maple St.) as shown on Map 10. <br /> <br />A 4/5 vote is required. <br /> <br />2. Direct staff to: <br />a) Prepare interim development standards for the CG, CG-R, CB, and CN zoning districts; <br />and, <br />b) Begin the specific plan process for the Bair Island Rd. Study Area. <br /> <br />Summary <br />The Planning Commission, Architectural Review Committee, and staff are concerned that office <br />development is replacing non-office uses in commercial and industrial zones throughout the <br />City. There is a concern that offices will be built on potential sites for high density housing. The <br />intent of the interim ordinances is first to carefully plan future office development, not to shut <br />down office development. There are still plenty of potential sites; but, the City needs time in <br />certain areas to evaluate the office impact. During the moratorium, staff will prepare proposed <br />interim development standards and interim limits on the amount of permitted office uses. The <br />second intent is to evaluate the desired land uses and master plan the Bair Island Rd. Study <br />Area including subjects such as the allowable land uses, the density and intensity of allowable <br />development, provision of adequate circulation for emergency access and evacuation, and <br />public access to the waterfront. <br /> <br />Urgency ordinances are in effect for 45 days. During that period they may be extended for 10 <br />months and 15 days following notice to all affected owners and a public hearing, and <br />subsequently extended for one year following notice to all affected owners and a public hearing. <br />If Council adopts the ordinances, staff will proceed with the required notice and schedule a <br />hearing on extension of the ordinances in August. <br /> <br />,.-....., ~ r <br />
