<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 24, 2000 <br /> <br />Subjects <br />Interim Urgency Ordinances temporarily limiting office development and office conversions on <br />parcels one acre or larger throughout the City on land not in the Bair Island Study Area, and <br />temporarily prohibiting all development in the Bair Island Study Area. <br /> <br />Recommendations <br />Staff recommends that the Council: <br /> <br />1. Introduce an interim urgency ordinance, effective for 45 days, imposing limits on office <br />development and conversions on parcels one acre or larger in CG, CG-R, CB and CN <br />districts throughout the City, except in the Bair Island Study Area, as shown on Maps 1- <br />9 (Attachments 1-9): <br /> <br />2. Introduce an interim urgency ordinance effective for 45 days, imposing a moratorium on <br />all development in the area on the S.F. Bay side of Route 101 (Bair Island Study Area) <br />as shown on Map 10 (Attachment 10). <br /> <br />3. Direct staff to prepare interim development standards for the CG-R, CG, CB, and CN <br />zoning districts. <br /> <br />4. Direct staff to begin the specific plan process for the Bair Island Study Area. <br /> <br />With these measures, staff is not recommending restricting office construction in any of the <br />other commercial or industrial zones within the City not included in recommendations 1 & 2 <br />above. <br /> <br />Background <br />1 . Demand <br />The City is experiencing tremendous growth in offices on land zoned: commercial, <br />industrial, and mixed-use commercial/housing. The Planning Commission is concerned <br />that potential housing sites along EI Camino Real and Woodside Road are being developed <br />as offices. The Architectural Review Committee is concerned that industrial land is being <br />converted to office use. City staff reports that the demand for office space is reaching into <br />the neighborhood commercial districts, the ground floor of the downtown core (CBR <br />District), the Central Business District (CB), and the general commercial and industrial <br />districts. <br /> <br />There are 3,359,677 square feet of new and proposed office projects in Redwood City as of <br />June 2000. These projects, described in Attachment 11, can be grouped as follows: <br /> <br />. Proposed, but not approved <br />. Approved and/or under construction <br />. Completed & occupied within the past 2 years <br />Total <br /> <br />660,377 square feet <br />1,887,200 <br />834,000 <br />3,381,577 square feet <br />
