<br />1"-1 <br /> <br />wholesale departure from the existing General Plan prior to the comprehensive update <br />of the General Plan. <br /> <br />The intent is to carefully plan future office development, not to shut down office <br />development. Office development on parcels under one acre is not affected by the <br />moratorium. <br /> <br />b) Ordinance establishinq a moratorium on all development in the Bair Island Road Study <br />Area - Map 10. <br /> <br />There is only one route to the land on Bair Island Road, namely Bair Island Road, <br />which connects to East Bayshore Blvd., and this functions as a large cul-de-sac. One of <br />the adopted policies in the Safety Element of the City's General Plan is "New <br />development should provide adequate access for emergency vehicles, particularly fire <br />fighting equipment, as well as provide secure evacuation routes for the inhabitants of <br />the area." (Policy S-7 in Chapter 12). <br /> <br />The Fire Marshal states that this route is the evacuation route because it is the only <br />route. Furthermore, the Fire Marshal states that Bair Island Rd. is the only emergency <br />access to the entire area. Any potential increase of traffic and vehicle trips could <br />negatively impact emergency response. <br /> <br />Presently, there are 201 housing units, some marinas and some offices along Bair <br />Island Road. If offices were to be built throughout this area, approximately 1,700,000 <br />to 2,400,000 sq. ft. of office space could result, depending on whether surface or <br />structured parking is developed. This office space is in addition to the existing housing. <br />(These numbers assume that the Peninsula Marina remains a marina and would not be <br />developed as an office site. If the Peninsula Marina were developed as an office, then <br />between 640,000 and 910,000 square feet of office space should be added to the range <br />above bringing the total to 2,300,000 to 3,300,000 sq. ft. of office space). <br /> <br />City traffic circulation plans include a second access to the Bair Island Road area by <br />extending Blomquist St. to connect to East Bayshore Blvd. to the west and East <br />Bayshore Rd. to the east. The bridge across Redwood Creek is estimated to cost at <br />least $7,000,000. The cost of the road will be in addition to the $7,000,000+. The City <br />has received interest for 280,000 sq. ft. of office development and a multi-level parking <br />garage in this area and anticipates future applications. <br /> <br />In addition to necessary road(s), other issues in this area include land use (allowable <br />land uses, allowable intensity and density of development), traffic impacts, the location <br />of the Bay Trail, systematic public access to the waterfront, design criteria, parking <br />standards etc. <br /> <br />Staff recommends a pause in development to enable the City to evaluate and plan this <br />area in a comprehensive manner by setting a moratorium on development. The area <br />recommended for moratorium encompasses land zoned CG, IR, GI, TP (as shown in <br />Map 10) and adjacent roadways, easements, and waterways. The study area excludes <br />land designated CG-R (Irvine, Kaufman and Broad, Uccelli). <br /> <br />7 <br />
