Direction to Staff <br /> <br />a) Direct staff to prepare interim development standards for the CG, CG-R, CB, and CN <br />zoning districts related to parking requirements, height limits, building size, setbacks, lot <br />coverage, unified landscape and design standards. <br /> <br />In preparing design and landscape standards focus on the following gateway corridors <br />and locations: <br /> <br />. EI Camino Real, <br />. Woodside Rd., between EI Camino Real and the Alameda de las Pulgas, <br />. Railroad corridor, <br />. Highway 101 corridor. <br /> <br />b) Direct staff to begin the specific plan process and general plan amendment for the Bair <br />Island Rd. Study Area. <br /> <br />Specific Plans4: <br />"A specific plan (Attachment 13) is a tool for the systematic implementation of the <br />General Plan in a defined area. A specific plan may provide direction to every facet of <br />development from the type, location and intensity of uses to the design and capacity of <br />infrastructure; from the resources used to finance public improvements (such as the <br />Blomquist extension) to the design guidelines of a subdivision. <br /> <br />If a specific plan is prepared for the area recommended for a moratorium, Bair Island <br />Road Study Area, State law permits the City to defray the cost of the specific plan by <br />imposing a fee upon persons whose projects must be consistent with the plan. The fee <br />must be prorated according to the benefit a person received from the specific plan. <br /> <br />The specific plan process must provide opportunities for the general public as well as <br />residents located within planning areas, to assist in the planning of their particular <br />communities. Public involvement helps define the community's vision of future growth <br />and development. <br /> <br />The Work Program: <br />The preparation of a work program should be the first consideration after making the <br />decision to prepare a specific plan. The program should set forth the responsibilities the <br />departments, consultants, and/or individuals will take in each phase of the process. In <br />addition, it should provide direction in the scope of the work to be performed, the <br />funding mechanisms, consultants, public participation, and deadlines. <br /> <br />Early Direction: <br />The work program should incorporate early policy direction from the Council, defining <br />the general direction for the specific plan and its objectives and policies. This direction <br />may take the form of precise guidelines for what the specific plan should accomplish, or <br />a general vision of the planning area. <br /> <br />4 Specific Plans are described in Attachment 13, <br /> <br />8 <br /> <br />"'~ T <br />
