A <br />specific plan and EIR could cost $200,000. <br /> <br />Environmental Review <br />The interim urgency ordinances are exempt from CEQA; however, environmental factors <br />should be considered. <br /> <br />Conclusion <br />The sheer unanticipated magnitude of office results in the unintended consequences of high <br />peak hour traffic accompanied by reduced air quality, parking overflowing to streets, reduced <br />emergency response time at impacted intersections, lack of secondary access, reduced sites <br />for high-density, multifamily housing, pressure to allow office uses on the ground floor in the <br />core downtown area, a scale' of development larger than envisioned because developers tend <br />to build to the maximum allowable limits, and a likelihood that offices will be built on many lots <br />now used for non-office activities. Staff recommends implementing a deliberative planning <br />process to address these issues by initially limiting office development under interim urgency <br />ordinances which allow for studies leading to a long-term solution. <br /> <br />The actions do not shut off office development in Redwood City.
